Critical infrastructure, being the cornerstone of the country's economic, health and security sector, requires concerted efforts to protect this important gem. So this infrastructure is vital to the country that its incapacitation or destruction would have a crippling direct effect on American society. As such, this led to the US Department of Homeland developing a plan called the National Infrastructure Protection Plan (NIPP) to identify threats to critical infrastructure, mitigate such risks, and deal with the consequences of adverse incidents that occur. The NIPP's Call to Action guides the collaboration of key essential infrastructure stakeholders under three broad categories; building partnerships, innovating to minimize risk, and focusing on outcomes. This paper reflects on the methods to build partnership efforts in critical infrastructure protection and cites examples of how this has been implemented in the country.
One key measure is to empower regional and local partnerships to build capacity at a national level. This is a necessary measure as it encourages local and regional partnerships and increases the scope of national partnerships (NIPP, 2013). It is achieved by identifying local partnerships that address critical infrastructure security and resilience, employing the Threat and Hazard Identification and Risk Assessment (THIRA) to assess the infrastructure's most catastrophic threats and risks and establish methods to deal with such risks.
