Review the Final Paper assignment instructions located in Week Five of this course. Next, develop an outline for your Final Paper to include the following:
A title page in APA format.
The outline of the plan contains all of the components as identified in CPG101 (Note: CPG 101 - Appendix C) to include: city, town, or state that this plan is written for and the agency/chief official who will approve and sign the plan.
The purpose of the plan and when it will be implemented.
An outline of the five annexes (must include a minimum of one from each of these Functional, Support, and hazard specific for your Emergency Operations Plan (Note CPG101 – Chapter 3 - page 34 and Appendix C).
A reference page in APA format with five scholarly or professional references (Official government websites) in addition to the course texts and documents.
The outline must be three to five pages in length (excluding title and reference pages) and formatted according to APA style as outlined in the Ashford Writing Center. You must use at least five scholarly or professional sources (at least two of must be from the Ashford University Library) other than the textbook to support your claims. Cite your sources in-text and on the reference page. Understanding the intricacies and challenges of emergency planning is not possible without actually undertaking the preparation of an emergency plan. During this assignment, students will develop a comprehensive plan for a town or city of their choice using the FEMA Comprehensive Preparedness Guide (CPG) 101 (Links to an external site.)Links to an external site.. Develop your plan using:
Real attributes, such as critical infrastructure within the town or city when developing the plan.
Various special needs populations (i.e., hospitals, schools, retirement facilities, populations requiring special handling.)
Natural hazards (i.e., hurricane, tornado, flooding, or wild fire) when developing the plan.
The plan for your jurisdiction will contain a basic plan and a minimum of five annexes to include:
Functional annexes
Supporting annexes
Hazard/threat/incident specific annexes

Must begin with a basic plan that lays out the authorities and responsibilities for the plan. It must include each element as identified in Chapter 3 of the Comprehensive Preparedness Guide (CPG) 101.
Must contain a minimum of five annexes as described in Chapter 3 of the Comprehensive Preparedness Guide (CPG) 101. Plans must include a minimum of one functional annex, (i.e. transportation, communications, emergency operations center), one supporting annex (i.e., continuity of operations, warning, or protection in place, mutual aid), and one hazard, threat, or incident – specific annex (i.e., tornado, hurricane, or fire). Other annexes may include procedures for protection in place or evacuation.
Must use at least eight scholarly sources, including a minimum of three from the Ashford University Library. Incorporation of information from official government websites would also be appropriate.

Basic Plan
This plan is written for the city of San Diego, located in the state of California, the U.S. The plan will be approved by the mayor of the city, Kevin Faulconer. This plan will provide measures that should be undertaken in case there is a threat of a hazard to ensure that the community is safe and stability is established following an incident (Ready, n.d.). The threat and hazard identification and risk analysis undertaken are also essential as it will help the city of San Diego to fully understand the impact the hazard can have (Ready, n.d.) based on the season, population, and occurrence factors. Once the identification and analysis is done, the city will be able to plan, mitigate and respond to emergencies before or when they occur.
The plan will provide measures on four basic components of emergency management namely:
1 Preparedness, which involves planning proactively before the occurrence of a hazard or incident that would require an emergency response (Masys, 2015).
2 Mitigation, which entails all activities undertaken to prevent or at least reduce the possibility of a disaster (Masys, 2015). Mitigation is possible when information about a specific hazard has been collected, and measures are then put in place based on the available information.
3 The response, which entails all the activities undertaken immediately after a disaster to ensure that the number of casualties and property damages is kept at a minimum (Masys, 2015). It also prepares the emergency respondents so that they are ready for the last phase of emergency management.
4 Recovery is the last phase of the emergency and entails efforts aimed at stabilizing the situation and restoring things to normal (Masys, 2015).
This situational overview will also be considered, and this section will address how decision-makers plan to respond to disaster based on the existing assumptions and the action to be undertaken in case the assumptions are irrelevant to the specific hazard (FEMA, 2010). It thus touches on the vulnerability of the public in case of a disaster, continuity of operations and the measures that have been put in place to reduce the expected impact. The San Diego city is likely to be hit by earthquakes and wildfires (ReadySanDiego, n.d.) and these are the major hazards that will be included in this paper.
Functional Annexes
Functional annexes account for the functions that will be considered and accounted for in the emergency plan and are based on the existing policy, organizational structure and capabilities of San Diego.
