Welfare of the Aged, the Poor, and Prisoners in Miami
An edict that would apply to contemporary Miami is about the welfare of the people. The Governor of Florida should proclaim it. He should declare that “My officials will attend to the welfare of the aged, the poor, and prisoners.” The choice of the mandate originates from the current situation in Miami. The officials have constantly punished the aged, prisoners, and poor people through policy and welfare reforms. Welfare restrictions can be cruel and unusual, leading to punishment of the poor instead of helping them. While the constitution protects the American citizen through the Eighth Amendment, unusual and cruel punishment of the poor is still a significant issue in Miami (Bartels, 2020). The contemporary standards of human decency are gravely violated by specific reforms that penalize poor, aged, and prisoners. The reforms and policies include placing time limits on relief for unemployed people. Such provisions are often unconstitutional and do not cater to the welfare of the poor and unemployed. While some limitations are essential and help fight poverty, some limits merely punish the poor status.
According to Florida et al. (2019), Miami has the second-worst income and poverty levels in the United States. Moreover, the number of aged population and prisoners is increasing. Since the early days, enslaved people have been traded across the United States, which has not significantly improved. Poor enslaved people were punished, prisoned, and poverty extended beyond unpleasant activities such as begging, wearing undesirable clothing, and vagrancy to include activities inflicted by the society like auctioning property owned by the poor, beatings, and banishments.
