Policy initiation is the process of introducing a new policy to address emerging needs. The policy-making process involves identifying and consulting with the relevant stakeholders and conducting research to consider the existing evidence-backed practices for the precision of new policy (Birkland, 2019). On the other hand, policy modification involves making changes to existing policies realizing the lack of efficacy associated with existing policies or new issues or demands at the public level requiring changes in the scope and provisions of the existing policy (Dye, 2011).
