The Great Depression and The New Deal
Racism significantly impacted the New Deal and the experience of American citizens during the Great Depression. For one, Black Americans often experienced a "double exploitation" (The Negro and the New Deal, 1939) due to both the economic struggles of the era and the discrimination they faced because of their race. Many New Deal programs, such as the Civil Works Administration (CWA) and the Public Works Administration (PWA), did not benefit Black Americans as much as white Americans, with Black workers receiving lower wages and fewer job opportunities. Additionally, some New Deal programs were blatantly discriminatory, such as the subsistence homesteads program, which did not allow Black Americans to live in these planned communities (The Negro and the New Deal, 1939). As a result, Black Americans did not experience the relief and recovery of the New Deal in the same way as white Americans....
