Based on an appraisal of secondary and primary data, program stakeholders and staff should identify potential causes of the rising incidence of syphilis among different genders, young people, and ethnic groups. Nursing education about syphilis screening constitutes an effective action plan to reduce the rate of syphilis infection among participants in the capstone project change proposal. One of the services offered at the public health office in Bernalillo County is testing and treating sexually transmitted diseases, including syphilis (New Mexico Department of Health, n.d.). Given the different enumerated services provided at the public health office, it can be deduced that the organization culture is rigid.
