Application of the Precede-Proceed Model in Implementing a Condom Use Intervention for HIV Prevention Purposes
HIV has been a global health pandemic for over two decades. To reduce the transmission of HIV infections, many health intervention programs have been designed and implemented. Yet, despite these efforts, many people are still getting infected each year. There were 1.7 million new HIV infections, globally, in 2018 alone (HIV.gov, 2019). This infection rate has stagnated within that number for the last five years, instead of going down. This number is alarming because the goal is to eliminate the transmission of HIV infections by 2030. Yet, the progress towards achieving this goal seems to be too slow. This makes HIV an important issue in public health because unlike many chronic diseases, HIV can be prevented. Globally, HIV prevention efforts have reduced the number of HIV-related deaths by more than 26% since 2010 (UNAIDS, 2016). More can be done to ensure that the number of deaths related to HIV, as well as new cases of HIV infections, reduce. One of the main factors that have hindered the reduction of HIV infection transmissions is the behavior of engaging in unprotected sex. Many people are still not using condoms, despite the existing evidence that condom-use prevents the transmission of sexually transmitted infections. UNAIDS (2016) indicates that condom use is especially too low among people who are at a higher risk of getting infected with HIV. The limited use of condoms can be attributed to three elements, namely availability, accessibility, and acceptability of condoms within a given community. The availability element is especially significant in low- and middle-income countries where lack of condoms limits their usage and ultimately, their ability to significantly reduce HIV infections (UNAIDS, 2016). Based on this information, this paper seeks to apply the PRECEDE-PROCEED model in implementing a condom-use intervention program that will enhance the prevention of HIV.
The PRECEDE-PROCEED model is a tool used to assess public health needs to facilitate the designing, implementation, and evaluation of health intervention programs that can meet those needs (Porter, 2015). The first part, PRECEDE, is an acronym for Predisposing, Reinforcing, and Enabling Constructs in Educational Diagnosis and Evaluation, which outlines the planning and design phases. The second part, PROCEED, is an acronym for Policy, Regulatory, and Organizational Constructs in Educational and Environmental Development, which outlines the implementation and evaluation phases of the designs developed in the PRECEDE part. This model comprises of eight phases. The first four phases are part of the PRECEDE component.
