The following guidance is provided to optimize your success with this process. Although daunting at times, your thoughtful responses to each of the Nine Criteria within the Four Dimensions are critical to the outcome of your salary determination. The NPSB has an opportunity to qualify you at one of three grades: Nurse I, Nurse II, or Nurse III. Within Nurse I, there are also three levels—Level 1, Level 2, and Level 3. The VA Nurse Qualification Standards are based on VA Handbook 5005/27, Part II, Appendix G6. When considering your responses, be advised of the following minimum qualification standards for each grade:
Please note that the education levels identified in the statements below are the MINIMUM education required for the grade.
Nurse I: In each of the Four Dimensions, the NPSB is looking for INDIVIDUAL growth and development in clinical practice to increasing levels of self-direction.
Nurse I, Level 1: Associate Degree/Diploma in Nursing required with no RN experience; Delivers fundamental, knowledge-based care to assigned clients while developing technical competencies.
Nurse I, Level 2: Associate Degree/Diploma in Nursing required with approximately 1 year of RN experience, Demonstrates integration of biopsychosocial concepts, cognitive skills, and technically competent practice in providing care to clients with basic or complex needs.
Nurse I, Level 3: Associate Degree/Diploma in Nursing required with approximately 2-3 years of RN experience, Demonstrates proficiency in practice based on conscious and deliberate planning. Self-directed in goal setting for managing complex client situations.
Nurse II: In each of the Four Dimensions, the NPSB will expect UNIT level contributions and leadership. Bachelor’s Degree in Nursing required with approximately 2-3 years of RN experience. Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others.
Nurse III: In each of the Four Dimensions, the NPSB will expect SUSTAINED LEADERSHIP resulting in program contributions and outcomes BEYOND THE UNIT/PRACTICE SETTING. That is, involvement at the
ORGANIZATIONAL LEVEL is expected. Master’s Degree in Nursing or related field required with approximately 2-3 years of RN experience. Executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex client care.
NOTE: The educational level, years of experience and meeting the Four Dimension standards for the particular grades are required to be recommended for that grade.

Indicate your experience guiding and directing others who provide care.
• Making decisions and taking actions in an ethical manner, including your responsibility/accountability for nursing judgments and action.
• Safeguarding client privacy and confidentiality. Providing care in a non-judgmental, non-discriminatory manner, respecting the values and belief of members of all cultures.
