Legislative Testimony/Advocacy Grid

Essay Instructions:

As a nurse, how often have you thought to yourself, If I had anything to do about it, things would work a little differently? Increasingly, nurses are beginning to realize that they do, in fact, have a role and a voice.
Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.

The Helping Healthcare Workers Afford Child and Elderly Care Act will ensure that this burden is trimmed (Duncan et al., 2021). The essay will look into the bill's legislation grid in part one and the legislation testimony/advocacy statement in part two.

Due to their demanding lifestyles, they sometimes face challenges in meeting the healthcare needs of their children and elderly parents. A bill that looks to solve this problem will ensure that they have state support which will tremendously increase their motivation and willingness to give their best in their work (Crawshaw et al., 2020).
Part 1: Legislation Grid
Health-related Bill NameHelping Health Care Workers Afford Child and Elderly Care Act
Bill NumberS.3567Description
Healthcare workers are essential since they provide care to all people from diverse backgrounds. They are also responsible for providing care for their children and parents (elderly). While a few healthcare workers can afford healthcare for their children and elderly parents, most do not. Therefore, there is a dire need for legislation that provides healthcare workers with financial support to ensure that the healthcare needs of their parents and children are met. The Helping Health Care Workers Afford Child and Elderly Care Act has been proposed to help ease the burden on healthcare workers.
Federal or State?State bill. Its primary target is for all the states to adopt the bill so that all healthcare workers will be able to afford healthcare services needed by their children and elderly. Legislative IntentThe bill mainly targets the states’ essential workers. As defined in the bill, the essential workers include the emergency response team, healthcare providers, businesses that are obliged to stay open amid massive public emergencies, sanitation officers, and disadvantaged workers in teleworking. For the fiscal year 2020, all states were obliged to set aside five hundred thousand dollars, which are to be used in providing child care services and protective services for the elderly related to the essential workers. The eligibility for funds is not conditioned on a means test (Shaheen, 2020).
Proponents/ OpponentsProponents: Currently, five senators in total have already co-sponsored the bill. According to the senators, the bill will tremendously increase care access to all the children and the elderly who depend on healthcare workers (Shaheen, 2020).
Opponents: currently, the bill faces no opposition. However, it is likely to face rejection and opposition from arguments such as the healthcare acts currently in existence, such as the Affordable Care Act already looks into the needs of the elderly and children in the different states. Additionally, the existing huge wage bill in most states in the country might be reason enough not to implement ...
