Quality healthcare delivery relies on an adequate workforce to provide effective services to patients. The Affordable Care Act (ACA) enactment has seen a significant change in various aspects of the United States' healthcare. Through legislation, the nation has taken numerous steps to improve healthcare quality and control healthcare costs. According to Shartzer et al.(2016), legislation has aimed to facilitate care coordination to improve care quality and minimize costs attributed to repeated diagnostic testing, multiple prescriptions, and unnecessary hospitalizations. As a result, the ACA has played a significant role in resolving challenges that the US healthcare system has witnessed. It has made healthcare services affordable and accessible. The policy has also improved healthcare quality. Despite these changes, healthcare organizations have faced a shortage of nursing practitioners, particularly in rural areas (Shartzer eta l., 2016). Since the Trump’s American Healthcare Act was enacted, numerous changes have been made to the ACA to improve the quality of nursing in the country.
One of the outstanding bills is the HR 728- Title VIII Workforce Reauthorization Act of 2019. David Joyce introduced this bill that expands and reauthorizes through FY2024 specified nursing workforce development programs (Kopp, 2018). It specifically reauthorizes loan repayment and nurses’ scholarship, loan for nursing faculty development, grants for expanding nursing workforce diversity, advanced education nursing grants, and nurse education, practice, quality, and retention grants (Kopp, 2018). This bill is expected to solve the shortage of nurses by ensuring that individuals interested in pursuing a nursing career can access high-quality education and training programs. It will also improve healthcare delivery and promote the welfare of American nurses (Congress.gov, 2019).
Additionally, it will promote nurse satisfaction and reduce the turnover rate of healthcare practitioners. The shortage of nurses in a healthcare institution results in fatigue and burnout of the healthcare providers. This bill will address all these challenges.
The primary role of nursing practice is to promote public health at all levels. The nurse's responsibility has increased to holistic care through prevention, intervention, and changing individual behaviors. Many healthcare professionals have diverse knowledge and expertise to promote primary practices. Title VIII- Nursing workforce reauthorization Act of 2019 will enable the nurses to embrace change and offer quality healthcare due to the existing opportunities for education and training offered by the bill (Kopp, 2018). The bill will also enable nurses to work with patients and their families to understand their social environments and attain patient-defined health outcomes (Congress.gov, 2019). Therefore this legislation will allow nurses to assume roles and responsibilities to improve care and advance public health.
