Access to medical care in the United States relies on either private or employer-based insurance coverage both in the individual and the public sectors (Maruthappu, Olugunde & Gunarajasingam, 2013). About a decade ago, President Obama declaraled that healthcare should be a citizen’s right. However, despite the statement, the number of uninsured citizens keeps rising being at 50 million in 2010 (Maruthappu, Olugunde & Gunarajasingam, 2013). Majority of medical expenditure in government health programs include Medicare, Medicaid, Tricare, and the State’s Children’s Health Insurance Program (SCHIP). The growing number of uninsured citizens led to the rise of a political debate on whether it was a right or a privilege, leading to the enaction of Patient Protection and Affordable Care Act (PPACA).
By 2010, in a population of over 46 million people, about 16% did not have healthcare insurance (Morisette et al., 2015). It was discovered that families with an income of $25,000 or less were the majority who lacked medical cover. This was despiet the fact that accessible healthcare being an essential right for all individuals regardless of their socio-economic status. However, in The U. S., some people are for the idea that medical cover should be a universal legal right. As per President Obama, it would be unfair for the government to deny treatment to their sick citizens because of their inability to cover their medical expenses. The Affordable Care Act of 2012 focuses on reducing the percentage of people without insurance in each age group, income category enhancing the access to medical services (Morisette et al., 2015).
A system that does not offer healthcare services evenly basing on determinant factors other than necessity raises concerns about the morality of the choices (Maruthappu, Olugunde & Gunarajasingam, 2013). In ...
