Had mediated cross transmission of germs is a major contributing factor in food contamination. This cross-transmission can e effectively managed and reduced by effective and proper hand washing. This policy defines the standards for hand hygiene practice to all food service workers that must be adhered to and enforced to prevent spread of infection. It provides clear guidance to food service workers and the food service industry at large on the steps and actions they must take to prevent cross-infection due to food contamination from food handler’s hands.
Problem context or scope
According to a research conducted by CDC, 89% of all outbreaks in which food was contaminated it emanated from poor hygiene practices by workers CITATION Nat19 \l 1033 (National Center for Environmental Health, 2019). Spread of germs by workers who handle food is a very critical part of food safety and if properly addressed it could significantly increase food safety standards. Thus, a policy to compel food handlers to wash hands before handling food would go a long way into ensuring better public health standards.
One of the positive effects of such a legislation is that it will improve food handling hygiene which is for the good of the community. Food handlers are important elements in the food distribution chain and especially they are still the closest to the consumer. Thus, ensuring that they are likely to contaminate the food will go a long way into raising the food safety standards in the community. On the other hand, there are possible negative effects that can emanate from such a policy. First, it will cost the government and especially the CDC higher cost to train and enforce the legislation. Concisely, more public health officers will be deployed to enforce the policy.
This proposed policy will improve health in various populations especially schools, restaurants and hospitals where food is prepared for masses. Secondly, this would also affect the minority groups who are likely to live in areas where enforcing high hygiene standard is challenging. Hence, restaurants, schools and hospitals in such communities are more likely to be understaffed and enforce lower hygiene standards because of limited resources to ensure complimentary tools such as gloves are not availab...
