Eligibility Criteria for the Medicaid Program
Michigan’s Medicaid program provides health-related assistance to uninsured low-income families and individuals (Michigan Department of Health and Human Services (MDHHS, n.d.). It also offers such help to low-income families and individuals with inadequate healthcare coverage. Michigan offers Healthy Michigan Plan as well as a traditional Medicaid. On the one hand, Healthy Michigan Plan offers comprehensive healthcare coverage for adults between 19 and 64 years whose income levels fall at or below the federal poverty level (MDHHS, n.d). It was started as part of the Affordable Care Act (ACA).On the other hand, traditional Medicaid is offered to all low-income adults and children either through a fee-for-service using the mihealth card or through a Medicaid Health Plan (MDHHS, n.d). Beneficiaries of the traditional Medicaid are not required to pay the total cost of healthcare services covered by the programs, but they may be required to pay a small amount (co-pay).
Eligibility
To be eligible for either the traditional Medicaid or Healthy Michigan Plan, individuals/families must (MDHHS, n.d.):
* Have a low-income background
* Be a current resident of Michigan
* Meet specific income limits
* Be in possession of a Social Security Number or at least have applied for the number.
* Be an American citizen or a qualified immigrant: Qualified immigrants include refugees, asylum seekers, and permanent residents, such as green card holders.
There are specific eligibility requirements for each Medicaid. For instance, traditional Medicaid does not have an age limit since it covers children and adults with low-income backgrounds (MDHHS, n.d.). However, Healthy Michigan Plan has an age limit, and to be eligible, one must be between 19 and 64 years (MDHHS, n.d.). Traditional Medicaid also covers pregnant women who are ineligible for the Healthy Michigan Plan. It also automatically covers Michigan residents with Supplemental Security Income Related Medicaid if they cooperate with a third-party resource's liability requirements. However, traditional Medicaid has an asset limit that needs to be met for a family or an individual to be eligible, except for pregnant women and children. In addition, traditional Medicaid is grouped into different categories, and the eligibility for each category is different (MDHHS, n.d.).
