Health behaviors and socioeconomic status are among the significant determinants of health outcomes (Alderwick & Gottlieb, 2019). This is more pertinent to HIV as certain sexual behaviors and practices are strongly associated with the risk of acquiring HIV infection, including the practice of multiple sexual partners, unprotected sex, and involvement in substance use. Similarly, people with low socioeconomic status may involve in risky sexual behaviors to get monetary benefits, which predispose them to acquire HIV infection. Thus, the project specifically prioritized these types of the community as identified by the CDC as "at risk of HIV outbreak as a result of a high rate of opioid-related use and other risk factors for HIV exposure."
HIV advocacy is done at various levels: in the project, the sponsors advocated the development of such a project at the Georgia statehouse and senate level. The project also included advocacy at the beneficiary level through information and education services on HIV and STI. In problems like HIV, which is closely linked to poverty, policies, and practices in non-health sectors will have a broader and sustainable impact than in health sectors alone. In line with this, the project included drug assistance and support services. These support services could include, among others, housing and nutrition assistance to those populations most in need.
The policy bases the American Nurses Association's (ANA) principle of the code of conduct. This includes the use of medicines approved by the FDA and provision of services per clinical guidelines such as comprehensive HIV and STI prevention, care, and support services. Both of these underline the principle of protection of patient health and safety. It also uses collaboration between CDC, the Georgia health department, and counties to select high burden communities, share experiences from previous counties that implemented similar programs, design the project, and find resources for the program (Winland-Brown, Lachman, & Swanson, 2015).

It is agreeable that the socioeconomic statuses of individuals are likely to affect their health statuses (Alderwick & Gotlieb, 2019). It is also clear that with regard to an infection such as HIV, people living in lower socioeconomic conditions are more likely to be infected given the existence of occupations such as commercial sex work. Drug and substance abusers, particularly the intravenous consumers of such drugs are also at a higher risk of contracting HIV than the rest of the users (Alderwick & Gotlieb, 2019).
