Can ethical principles and policies simultaneously co-exist?
No. I do not believe that they can co-exist simultaneously without conflict. For all the public health laws instituted by any society are primarily aimed at generally improving the health of the society at large. They, therefore, feature some laws that may violate the ethical principles. For example, in the administration of vaccines, most public health laws are structured for the good of the society and often the defense against vaccinable disease depends on herd immunity. However, there is the principle of autonomy, which stipulates explicitly that the patient has the right to retain control over his/her body CITATION StJ18 \l 1033 (St. Joseph's University, 2018). In some cases, the applicability of this principle which could threaten the efficacy of the herd immunity. Such ethical principles lead to dilemmas for healthcare providers who want to observe the public health laws of the land.
