For a bill to become a law, it goes through several steps or stages. The first stage involves developing an idea that can be translated into a bill (State House Tour Office). The idea, which can come from a public official or other interest groups, is then sponsored by a representative. This is a stage in which nurses can play an imperative role as advocates in driving policy reforms within their communities. The State of Illinois is faced with a major problem that relates to the emission of Volatile Organic Compounds (VOCs) due to the high number of natural gas production units and pipelines. As revealed by Ridlington and Madsen (2017), exposure to VOCs can increase asthma attacks and other respiratory problems because of increased sensitivity to allergens. Further, the toxic materials released during the production of natural gas contain carcinogens (Ridlington & Madsen, 2017), hence the need for advocacy in this area. Approximately 27, 568 asthma attacks in children have been evidenced during summers due to the increase in emissions from natural gas production (Fleischman, McCabe, & Graham, 2016). Things can only get worse if the situation is not controlled.
There is currently no state law in Illinois regulating these emissions. The only law that exists in Illinois about natural gas production is the one aimed at transforming the methane gas into a source of energy. The Federal government, on the other hand, seems to be taking a step back in regulating these emissions, albeit acknowledging that such emissions pose a risk to the health of citizens. Based on the current state of exposure that the people of Illinois face, my proposal is focused on ventilation systems and initiatives that detect leakages from the natural gas and coal production units.
