This case is about Stephen, who appears to be quite a menace to the other members of his class, including the teacher. The obvious decision is to pull him out of that classroom and have him continue with his education in his secluded room to prevent him from causing further harm to the rest of the class. While this might be the obvious decision, it poses a serious dilemma. The dilemma emanates from the realization that there is insufficient evidence to prove that he was a nuisance in the class since the person responsible hasn't constantly been present to confirm it. The other side of the dilemma is that Stephen is indeed a serious concern for the other learners in his class. Therefore, matters relating to his removal and placement must be keenly thought out before any decision is made.
Steps Concerning the LRE Placement
Changing or moving placements for Stephen can only be done with enough justification for the same. There is insufficient and inconsistent evidence about Stephen's conduct in the case. Mr. Kuchar even acknowledges a lack of consistent evidence to support the notion about Stephen's needs. This is despite his teacher noting that it might be difficult to effectively meet Stephen's needs while also meeting the needs of the other learners simultaneously. Stephen's actions also hurt the other learners. Moving placements as per LRE usually becomes tricky with inconsistent reasons to support it. There is always the need for an evidence-based approach regarding behavioral justification and decision-making in special education institutions.
In a typical special education environment, the right procedure to implement a change of placement or any sort of movement for a student usually entails carrying out a constant, continuous, and periodic assessment (Bateman & Cline, 2019). This assessment is usually done by the institution's staff and those in charge of the student. After that, the findings are discussed to check whether they meet the criteria for movement. However, it doesn't seem to have been done in the case of Stephen. Moving his LRE placement, therefore, becomes quite difficult, even if necessary.
The Role Played By Quality Data
Data analytics is now the gold standard for most organizational decisions in the present age. It is worth noting that the utilization of data in making good decisions is also dependent on the quality and accuracy of the data collected. For instance, in the case of Stephen, there is no good decision that can be made due to the inconclusive nature of the evidence provided by the lack of quality data to back it up. According to Kurilovas (2019), a data-driven approach to decision-making in the education sector is usually hinged on the suitability and currency of the data used.
Cheng and Lai (2020) further note that special education is supposed to be adaptive, depending on the unique nature of each student’s disability and needs.
