According to the federal laws, all states have workers compensation laws; however, business community points out California as the worst-case state for workers compensation excess (Bronchetti & McInerney, 2015). California workers compensation excess is in a crisis because there are several system design factors that affect the future capability of the worker's compensation system and the marketplace (Bronchetti & McInerney, 2015).
Even though California business pays high workers compensation premiums, injured workers receive the lowest benefits. In addition, California does not promote return to work programs to lower compensation
