I agree with this sentiment because the statement is partially correct. Civilian military control plays a significant role in ensuring that military forces and authority are exercised in the interest of the border societies since it is a democratic regime rather than taken over by the military itself. It helps the community to reach its goals and expectations through this military power and security (Burk 2002,13). The civilian-military control focuses on addressing society's security issues to meet their demands and needs.
However, I cannot entirely agree with the sentiment that the problem in civil-military relations is always the military failing to understand the subordinate position because it is most inaccurate. It is always tricky to balance the public and the military interest because the relationship between civilians and the military can be a bit complex unless we involve negotiation.
Consequently, it is more difficult for the military to accept the subordinate position because of the extensive power competition between Russia and China. Indeed, it might be more complex because the army's role and responsibilities are of a high stake than the subordinate position (Blankshain 2020, 9). For this reason, military leaders have the oath and duty of still caring for civilians. Conversely, from a national security issues perspective, I think it is essential for the military to take the subordinate position to work together to ensure they manage civilian control effectively.
In conclusion, from a democratic perspective, civilian-military control is necessary for governance, but because of its complexity, it might be hard to balance civilian and military values. From the great competition ...
