  • QUESTION A: At the heart of targeting fundamentals (AFDP 3-60) is the reality that targeting is inherently estimative and anticipatory.  Multiple groups including Strategy Guidance Team, Targeting Effects Team, Master Air Attack Plan Team, as well as other conponent teams are involved in the process and without the vision of perfect knowledge, anticipation, and the ever-present attribute of uncertainty, friction between the groups is often experienced.  Explain what steps you would implement to minimize the friction which occurs within the targeting process.
  • QUESTION B: Late in the ATO day of execution, the Joint Force Commander has significantly raised the priority level of a previously unscheduled target. Under such circumstances, which targeting process would likely be able to prosecute the target more quickly: the Deliberate Targeting process or the Dynamic Targeting process? Based on the temporal element, which targeting process will achieve the tactical objective rapidly. Explain why you believe this is the best process for this specific situation. Please consider flexibility and the nature of unscheduled targets in your answer.

Your opinions are educative and factual, giving me the impression that you understand how the joint air operations work and the roles of each member. Like any group, Strategy Guidance Team, Targeting Effects Team, Master Air Attack Plan Team, and other component teams can experience friction considering their roles. I agree with your opinions and believe the steps you mentioned would help minimize the conflict between these groups. However, before implementing the measures, it is imperative to note that the targeting process is systematic, comprehensive, and continuous. For that reason, the JFACC should identify, select, and exploit the groups' vulnerabilities to improve the steps' effectiveness (Tavana et al., 2018). According to AFDP 3-60 (2021), targeting is a command function that requires commander oversight and involvement to ensure proper execution. Even though I agree with your proposed measures, do the steps you have identified require coordination with other services and special programs to ensure that conflicting resources do not service the groups?

Dear McKinney, thank you for your informative post related to question B. You have tackled the question so well, and I am impressed by your answer. I agree that under the circumstances in question B, the dynamic targeting process would likely be able to execute the target more quickly. According to AFDP 3-60 (2021), dynamic targeting includes targets that are identified too late to be included in deliberate targeting but, when detected, meet criteria specific to attaining objectives. It applies to all targeting prosecuted outside of a particular day’s preplanned ATO targets, such as unplanned and unanticipated targets (AFDP 3-60, 2021). This targeting process lists unscheduled as particularly well-suited to dynamic targeting and its F2T2EA process.
