Imagine that you have just arrived at a large metropolitan airport. Friends and family are expecting you. Instead of disembarking in the normal way, however, you and the other passengers are taken into a special area marked "U.S. Government."
You are told officials have just learned that someone on the flight has a highly confirmed case of Ebola/Coronavirus. As a result, everyone is being taken to a nearby military base where you will live in the barracks for the next 21 days under strict quarantine. While there, you will be provided with medical monitoring, food, toiletries, and housed in a small private room with a TV set and telephone. How would you respond?

I would respond by agreeing to be quarantined. There are several reasons why I would respond this way. First, although my friends and family are expecting me, I would rather meet them at a later date instead of potentially exposing them to a contagious illness. Since there is a highly confirmed case of contagious disease on the flight that I was in, there is a high chance that the passengers (including myself) might have come into contact with the biological agents that cause the disease. Therefore, it is in the best interest of family and friends for me to see them at a later date. Additionally, it is in the best interest of my health and well-being to be quarantined and be provided with medical supervision. With the appropriate medical supervision, chances of emerging healthy are great as the medical personnel would take measures to ensure that I am well.
Secondly, the United States government reserves the right to quarantine individuals arriving in their jurisdiction from another nation or even those traveling from one state to another. The federal government derives these powers from section 361 of the Public Health Service Act (Richards et al., 2005). The act provides that such quarantine measures may be taken for highly contagious diseases and, therefore, likely to cause a public health emergency. The covid-19 pandemic has taught the United States and other parts of the world the importance of taking quarantine measures to prevent the outbreak of a pandemic. It is easier to monitor persons under quarantine conditions than it is to respond to a public health emergency.
