Understanding the accessibility of fundamental democratic rights is important every citizen. This is because of the fact that even the most democratic countries experience issues or gaps in terms of access towards some of the fundamental liberties that every citizen should have. Accordingly, one good historical example of this gap is Canada’s Democratic Deficit.
One of the most notable times in Canadian democracy was the year 2008. During that year, around 40% to 45% have expressed their dissatisfaction with the State’s democratic systems, whereas voting turnout have also plunged to 59.1%, its lowest in the history of the nation CITATION UWa10 \l 1033 (UWaterloo.CA, 2010). Accordingly, although the negative perception of the citizens regarding the presence of a democratic deficit was based on a complex interplay of internal and external factors (i.e., Great Depression of 2008), the advent of political events have also led to this mass dissatisfaction in the system. For example, the imposition of the modern cabinet committee process during the same period for the sake of advancing complex policy agenda has shifted more power to the “mid- to high-level officials” of the State, compared to lower officials that the citizens could easily reach CITATION Pol08 \l 1033 (Policy Options, 2008). Additionally, this consolidation and shift of power towards higher-level officials have even reduced public participation of indigenous groups and advocates since policy and decision-makers were proven to have “negligible indigenous policy capacity” CITATION Pol08 \l 1033 (Policy Options, 2008).
In line with this, one of the possible ways to improve this deficit is the use and re-prioritization of proportional representation and better capacity to engage in policy-making processes. On the one hand, proportional representation could help various sectors to choose with great particularity with the help of system coalition.
