The process through which government agencies draft rules with the force of law and broad societal implications is known as rulemaking (Ruder & Woods, 2020). Rulemaking typically entails the following steps: obtaining Congressional authorization to make rules on a particular topic or issue; developing a proposal with the help of expertise, data, studies, and informal input from stakeholders or experts; forecasting the rule's likely effects on costs, benefits, the environment, small businesses, local governments, and individuals' right to privacy; and developing an explanation for the rule, its legal authority, its background, alternatives, and questions or information for the public.
The information, input, and lobbying provided by interest groups to agencies is crucial to the rulemaking process. Businesses, labor unions, non-profits, and citizen organizations are all examples of interest groups that have a vested interest in the result of regulation (Furlong & Kerwin, 2005).
