A policy is a system of guidelines or intent adopted by a governance body within an organization to help make rational decisions and achieve positive outcomes. Health policy analysis is a process used to evaluate issues that a health policy is meant to address. It is usually done before the approach's implementation to determine its appropriateness. Health policy analysis also protects the interests of healthcare stakeholders, such as providers, insurance agencies, policymakers, and patients. According to CDC, Health in All Policies (HiAP) is a collective framework that incorporates health inequality considerations into policy analysis to improve the health of all populations. The HiAP approach provides a way to attain the National Prevention Strategy by enhancing the likelihood of federal and local health sectors to achieve positive health outcomes and Healthy People 2020 goals. This write-up will explore several articles concerning health policies, such as California health in all policies taskforce, chapters 12 and 15 of Berkman et al., examine whether the HiAP approach promotes health equity by Hall et al., and St Leger declarations, charters, and statements.
Question One: Key Message from the Readings
The key message from the articles readings is policy making, social determinants of health, and the HiAP approach in addressing health disparities in the healthcare sector. In Social Epidemiology by Berkman et al., chapter 12 explores the significance of policy change by evaluating the causal hypothesis and translating the evidence of health disparities into action in promoting population health (Berkman et al., 2014). The chapter also highlights future policy research on social epidemiology regarding the adoption of natural experiments and related research designs, cost analysis, and the use of predictive models. Comparatively, chapter 15 explores the developments in the health approach's social determinants in terms of evidence and development policies.
According to CaplanA et al. (2017), the California HiAP task force created in 2010 is responsible for identifying priority policies, strategies, and programs to promote the health of Californians while addressing health's social determinants and promoting equity. Hall et al. (2018) study explore the evidence-based HiAP approach in promoting health equity. Conversely, the article by St Leger (2007) addresses the impact and effectiveness of statements, declarations, and charters and how they have been used. Healthcare providers will realize their values if they are seen enhancing policy change regarding equity, components of the Ottawa Charter and Alma Ata Declaration, and health for all.
