According to Arizona, English Langauge Learners are students that identify as not having English as their first language, and express challenges in reading, speaking, following instructions, and ardent comprehension of English, which limits their general classroom success (Arizona Department of Education, 2020). Further, according to Arizona law of 2006, ELLs programs are obligated to enroll individuals between 3 to 21 years, have a native language other than English or whose English proficiency is critically impacted by a language other than English and have speaking, reading, writing, or comprehension challenges enough to limit success in English language classrooms, on state assessments, and participating in society.

English as a second language (ESL) is an approach that emphasizes both written and oral English proficiency of the students. The instructions are provided in the English language to encourage the approach. Thus ESL is taught by a certified instructor, who understands immediate student’s needs. A bilingual system involves using more than one language in a classroom to rely upon the course content. Mostly, native and English languages are used in this model. Further, Sheltered English Instructions is a model that uses English as a tool of instruction towards academic content. This model is arranged according to the student’s proficiency level. Finally, the structured English Immersion approach involves combining non-English proficient students with native English speakers in an attempt to understand the level of proficiency and students feel a sense of belonging. Notably, English is used as a tool of instruction in this approach.
