The Restorative Justice (RJ) System had its origins in the underpinnings of the penal system. During the 1960s, efforts to help crime victims were established using the lessons and methods used during the civil rights movements. However, all these efforts, which espouse a hard-line policy, leaned toward a punitive justice system. 
In the 1990s, however, alternative modes of providing justice, which also use an “out-of-court” model of settling disputes, emerged. These efforts were made and designed at the international, state, and community levels to apply these systems from the ground up.
