The Journal of Developing Areas, 52(4):99-113 Waxin, Lindsay, Belkhodja, and Zhao (2018) article takes an empirical exploration of the recruitment and selection (R&S) practices and challenges related to workforce localization (WL) in the UAE and compares these practices and challenges between public and private sector organizations. By adopting an inductive and qualitative approach, the authors employ semi-structured interviews to collect data from HR and localization managers in five private organizations and six public organizations within the UAE. Results from this study show that both private and public organizations face six common challenges: lack of training, skills, and experience; high paycheck expectations; low business activity; competition among employers; job-and sector-person fit considerations; and resistance from expatriates. The authors also note that in both sectors, there are specific recruitment methods aimed at attracting Emirati applicants. Lastly, the study shows that most organizations review job descriptions and selection process at selection stage to avoid any form of discrimination.
