Emergency and disaster response efforts have evolved since 9/11. Owing to lack of adequate planning, and resources, the United States, however, still remains vulnerable to domestic emergencies, and this vulnerability is due to failure to implement lessons learned from the incident of 9/11 terrorist attacks. Emergency response efforts have not been a priority, and not enough to respond effectively to domestic emergencies because the U.S security policy is much focused on the military, and issues of foreign policy. The two policy areas, domestic, and foreign/military are dependent. Since the threat of terrorism can never be fully curbed, these two areas should be balanced so that when another attack like 9/11 occurs, the U. S. can effectively respond (Ashton, 2010). This paper seeks to analyze how the emergency and disaster response have evolved since the aftermath of the terrorist attacks of 9/11.
The horrific events of September 11, 2001 have had a huge impact in New York State. Since then a comprehensive strategy has been developed to organize, and coordinate the homeland security efforts to effectively, and efficiently utilize the federal homeland security grant program, other states, and local preparedness resources. The events strengthened the need for a unified response, organized, and mixed profession so as to prepare the public for disasters. Emergency and disaster response efforts have emerged, and these efforts have greatly enhanced the ability of New York State to protect, prevent, respond to, and recover from the acts of terrorism, and other major natural disasters (McEwen, 2011).
A federal state brings together a number of different political states under a common government for common purposes; however, one remains independent in handling internal affairs. Increased funding by the central government at federal, state, and local levels have enabled institutions such as the Department Of National Security, and Federal Bureau of Investigations to advance and transform ones’ abilities to respond to major incidents such as terrorism, and natural disasters. This has led to the changing of homeland security needs, and threats following 9/11. Homeland security organizations such as OPS were transformed and later emergency services such as the DHSES was created, bringing together public safety offices (Counter Terrorism, Cyber Security, Emergency Management, Fire Prevention, and Control) into one consolidated division ( Kelly, 2011).
