Risk is understood as the threat or likelihood of loss, injury, liability, or damage, or any other adverse incidence which is brought about by internal or external vulnerabilities, and which could be prevented by using pre-emptive action (Rot, 2014). Risk influences planning efforts for emergency and crisis management since it allows institutions and individuals to be ready to respond properly to assure safety of property and people. The recommended approach for risk assessment is as follows: (i) identify the variety of perils, threats or hazards; (ii) establish the possible impact of every peril, threat or hazard; (iii) group every peril, threat or hazard according to its severity, frequency, and vulnerability; and (iv) formulate strategies for dealing with the most important perils, threats or hazards (Rot, 2014).
Question 2
Risk management can assist governments to plan for and respond to manmade/natural disasters in that governments would be able to mainstream disaster risk management into development planning which would in turn help in lowering the impact of manmade and/or natural disasters on human lives and property. Moreover, with appropriate risk management, risk mitigation efforts would be implemented that would ensure the exposure to catastrophic events is reduced.

Continuity planning and preparedness is vital for delivering services and goods to populations that have been affected by a disaster since it ensures that organizations react effectively and efficiently to an event and deliver aid on time. It ensures that organizations that provide the initial phase of disaster response have the capabilities and capacity of delivering services/goods quickly to the persons who have been impacted by a disaster. An organizational continuity plan details how to resume normal operations and functions following a disastrous disruption. It details the organizations that provide the initial phase of disaster response, and what resources they need to provide to those affected for the essential needs of survival during the crucial period soon after a disaster has occurred in order to decrease further loss of human life (Rot, 2014). It should be exercised at least once per year.

Private and public sector continuity planning are similar since both are aimed at resuming or restoring normal operations following a disastrous interruption. They both recognize that critical services and/or products must be delivered continuously. A major difference is that in public sector, continuity planning is mandatory whereas in private sector is not mandatory (Department of Homeland Security, 2015). There are no variations in how testing are carried out.
