Should All Types Of Sex Offenders Have To Be Registered?

Research Paper Instructions:

The essay will be a persuasive argument. That means that you will pick a topic that is controversial (something about which people don’t agree) and develop an essay in which attempt to convince your audience (opposition) to agree with your position. However, there is a specific method that you will use to develop your argument. This method is called Rogerian Argumentation based on the work of noted psychologist Carl Rogers. The key features of this method of argumentation are
• You have to identify your opposition’s reasons for not agreeing with you
o Assume your audience disagrees with you
• You have to directly show why the audiences’ reasons are wrong (refute)
• You have to find areas of common ground (things about which both sides agree)
Rogers’ method is based on the idea that by simply stating why your reasons are best while not acknowledging your oppositions’ reasons is ineffective. By stating your oppositions’ reasons accurately and directly refuting them, your audience will see you as more credible; thus they will be more open to at least considering your ideas. This is also why it is important to find some areas of common ground. Furthermore, by finding and stating areas of common ground you are establishing good will with the audience by suggesting that even though there is a disagreement, both sides are reasonable people who essentially want what is best. Keep in mind that in any argumentative situation all you really have going for you is your credibility. These methods will persuade your audience that you are a thoughtful, reasonable and credible person even if both sides disagree.
Another key part of this last writing project is the use of sources to help support your ideas. By using research from credible sources, you, too, will be able to increase your credibility which should make your argument more persuasive and effective. The key features of the research component are
• Accessing information from the TCL library’s databases
• Integrating source information into your argument
• Acknowledging your sources in the text of your argument
• Creating a works cited page
Below I’ve included a list of possible topics for this final project. You can choose from these topics or develop a different topic related to one of these topics. If you decide to pursue a topic not on the list, you need to get my approval. Keep in mind my approval is not based on my own opinion regarding any topic; it is based on the topic’s appropriateness for this assignment. The things I look at are
• Is the topic too broad for this assignment
• Can you do it justice within the guidelines of this assignment
• Is it one that is simply over done (abortion, gun control, death penalty, drinking age). I’ve read so many essays related to these topics that I doubt you (or me) have anything new or original to add to the discussion.
• Mainly, I want you to pick a topic that will allow you to do the best possible job you can for this assignment.

Should All Types Of Sex Offenders Have To Be Registered?
Sexual offending is a major and dangerous crime, especially when it impacts minors, and the reaction by government and law enforcement agencies often heightens the community's concern (Connor & Tewksbury, 2017). The strategies used by sex offenders can differ greatly, and the motives of sexual offending are complicated, making fighting sexual offending difficult. Internationally, many policies and initiatives have been tested to reduce sexual offending and discourage convicted sex offenders from committing another crime once they are discharged back into society. The establishment of public sex offender registries is one of these initiatives. Policies requiring registration and notification were based on the notion that sexual offenders have abnormally high levels of sexual recidivism and require extensive monitoring to mitigate that danger. As a result, sexual offenders' registration policies aim to minimize recidivism by preventing new recidivism events and shortening the time required to discover current recidivism. However, almost all new sex offender rules, and those implemented at the federal level, extend to a diverse range of offenders. Most of them are unable to exhibit significant levels of deviant sexual desire and psychopathy. This paper analyzes why not all types of sex offenders have to be registered by law enforcement agencies.
For the past 20 years, the public has had access to information about the name, appearance, and location of high-risk sex offenders in the United States. "The Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act, enacted in 1994, required convicted sex offenders freed into the society to enroll with law enforcement" (Klein & Cooper, 2019). Megan's Law was enacted as a provision of the Jacob Wetterling Act in 1996. Megan's Law mandates law enforcement authorities to handle registered sex offenders accessible to the public, allowing people to look for registered sex offenders in their area.
The percentage of registered sex offenders has risen steadily throughout the years. Each day, a man or woman is added to the list for sexual crimes and, in particular, children (Spoo et al., 2018). The primary goal of the sex offender registers is to make the citizens in each city and state aware and safe. In current society, sex offenders and sex crimes cause a tremendous level of concern. The sex offender registry exists primarily to protect the general public from becoming a casualty.
Public registers may also have various effects on different categories of offenders. Megan's Law was primarily intended to deter sexual attacks done by strangers (Connor & Tewksbury, 2017). The sexual offenders' registry believes that when community members become notified of a convicted sex offender in the neighborhood, they may best protect their children. However, studies reveal that the vast majority of minor sexual assaults are performed by somebody close to the child. In most cases, any prior sexual offending record is likely t...
