What the bill should contain.
The bill should have an emissions cap that pre-determines the level of emission the country will produce in the future. Having an emissions cap will compel energy producers to find ways to reduce their emissions to avoid incurring high penalties. It will also be a win for environmentalists because emissions will reduce.
Secondly, the bill must have an implementation strategy. This entails who will enforce the bill and what powers they have to act against rogue producers. Suppose an implementation strategy is not included in the bill. In that case, it will become toothless as energy producers will find ways to beat poor legislative action to continue pumping pollutants into the atmosphere. Thus, the bill should mandate a government body the power to enforce the law. It will also include a phased program to slowly wean the country from dependence on dirty energy producers as it incentivizes cleaner, more efficient, and modern facilities.
The key elements in the president’s legislative strategy
There should be an emissions cap
The emissions cap is a goal that rallies all the stakeholders in the industry to pursue. The emissions cap should be realistic and backed up by a realistic plan to achieve it. It will help reduce the overall emissions with a clear goal without enforcing very stringent standards that may be unrealistic for a country depending largely on coal for its energy grid. Having an emissions cap will dictate the processes to be put in place to achieve that goal. It is also an important goal that has a known net-positive effect on the environment.
Market-based incentives to the industry
The president should find a politically palatable solution to the problem. If the solution rubs the electorate and or the representatives the wrong way, it will be politically costly. Therefore, few compromises have to be made to achieve this goal. The best way to achieve this goal is to create a market-based system. A market-based system will compel the energy producers to find the cleanest and most cost-efficient approaches to remain competitive in the industry. However, proper measures have to be put in place to ensure that the system is not abused, i.e., energy producers hoarding credits to be traded for profits rather than focusing on reducing the environmental impact of coal energy producers. A less regulated and free market will find the best solution to the energy problem rather than dictating it.
