A budget is a quantitative description of a plan for a specific timescale. It could include anticipated sales revenues and volumes, costs and expenses, resource quantities, cash flows, liabilities, and assets. A budget could also be described as strategic plans of organizations, business units, agencies, events, or activities in measurable terms. This paper compares and contrasts three agencies in terms of size and responsibilities and delineates the type of budgetary procedure used by the respective agencies. It also investigates a local state’s budget and the impact on the operating budget.
The United States (US) Coast Guard is a military agency in the Department of Homeland Security with many maritime responsibilities, from ensuring lawful and safe commerce to conducting rescue missions within emergencies. The agency has approximately 42,000 active personnel to defend US borders and safeguard its maritime integrity (US Coast Guard, 2021). The budget formulation process is a continuous effort centered on a gradual change in focus from broad programs to specified line-item requests. Before starting the budget formulation phases, Coast Guard program managers file their budget requests by the project through the Electronic Resource Proposal (ERP) system (US Department of Homeland Security & United States Coast Guard, 2019). President Biden’s administration has proposed a $13.1 billion budget for the Coast Guard, a slightly $300 million rise compared to Congress’ appropriation for the agency in 2021. Approximately $11 billion of the aggregate budget is allocated for discretionary funding, while $2 billion is appropriated for mandatory expenditure, trust funds, and fees (Maucione, 2021).
The 2022 Unified Transportation Program (UTP) is one of Texas state projects to meet the increasing demands for better transportation safety. It also addresses the needs of urban and metro areas, rural areas, traffic congestion, system preservation, and statewide connectivity within the next ten years. Financing transportation projects have become increasingly complex and varied over the past two decades as new sources of funds have been created to supplement traditional diesel and gasoline taxes. In order to effectively execute the project, the Texas Department of Transportation’s (TxDOT) Financial Management Division would need to monitor the agency’s expenditures and revenues, both future and past, and the monthly ending balances for the various financing sources, including the State Highway Fund.
