From the infancy stage, individuals tend to process action when considering intentions, and both intentions and outcomes are helpful indicators of behavior. Judging observable actions requires knowing the intent and outcome of the actions. People interpret and infer intentions or goals from an actor’s actions, and underlying intentions drive actions (Baldwin & Baird, 2001). When judging others, people often consider goal-oriented actions and the actors’ underlying intentions rather than their surface behaviors (Baldwin & Baird, 2001). Considering that even an adult’s actions are closely linked with their beliefs and desires, this is helpful when judging children’s behavior can indicate intent in children. Perceptions of intention are affected by one’s beliefs and attitudes and understanding of intentionality bias.
