The goal of this assignment is to present a clear White Paper. Your White Paper should be between 5-6 pages in length not including your references.
You will need to:
1) Identify a key strategic integration or management issue that requires closer examination by senior policy-makers and the U.S. Intelligence Community. Issues can include, but are not limited to:
Information sharing shortfalls between intelligence and law enforcement communities.
U.S. Intelligence Community organizational design flaws.
Challenges to intelligence oversight mechanisms in the present-day era.
2) Frame your identified issue with a clearly defined problem and hypothesis statement.
3) Explain why this is a critical issue and one that demands the attention of the senior policy-maker. How will further research, focus, and insight assist with mitigating the effects of this issue?
4) Offer a set of solutions, with an optimal solution for recommendation. Solutions should be identified and framed in terms of their distinguishability and variance.
Format. Your paper should have one-inch borders on all four sides, use Times New Roman-12 point font, be double spaced, and not have an extra space in between paragraphs. All references and citations are in Chicago Manual of Style, 16th Edition format. The format of a White Paper contains:
Title Page. Ensure you include your title, student name, date of submission.
Introduction/Synopsis. Identify and introduce your key issue. Provide a succinct synopsis of the problem, your hypothesis, and why the issue merits further discussion and resolution by a senior policy-maker.
Background/Problems. Outline the scope of the issue and provide background information to orient your senior policy-maker and audience. The focus of this section is to orient a decision-maker to key issues in order to facilitate the resolution of the problem on an understanding of the facts that you identify. This section should be supported by evidence—as opposed to opinion. You may use graphs or tables to support your evidence. Ensure that any graphs or tables support your argumentation as opposed to including them for superficial reasons. It is imperative that you do not shift from the main topic and pose issues that cannot be resolved.
Solution. Propose a set of solutions with pro’s and con’s to each using a set of established criteria. Recommend the optimal solution.
Conclusion. Write a conclusion in order to wrap up the White Paper and enhance your readers' understanding.

This assessment will focus on the significance of the data sharing issue in compliance with the security agencies of America. 2 Identification of Key Issue
The problem can be defined as the failure to effectively share and utilize information between intelligence and law enforcement forces, which can lead to a failure to detect and prevent terrorist attacks and other criminal activities. This issue is significant because it has been identified as contributing to past surveillance failures, such as the September 11 terrorist attacks. The issue of information sharing between defense departments in the USA is a complex problem that has significant implications for national security and civil liberties. To address this problem, it is important to examine the legal and governmental-level obstacles limiting information-sharing between groups. Also, it is important to improve trust and communication between intelligence and law enforcement forces. Harmonizing the intellect and law enforcement communities to share information effectively and secretively is vital.[Ibid.]
In the aftermath of 9/11, the 9/11 Commission was established by Congress to investigate the attacks. The commission found that surveillance forces had information that could have potentially uncovered the 9/11 plot, but it was not shared or acted on. In response, the government created the Office of the Director of National Intelligence (ODNI) and the Department of Homeland Security (DHS) to improve information sharing and coordination between intellect and law enforcement forces. However, it is still an ongoing effort to improve information sharing and coordination between different forces and levels of government.
