You will then summarize the case study. Your EXSUM will focus on the historical case study but will be supported by other research you conduct to support your findings. Cite at least one reference. The case studies will allow you to see how the actors represented or embodied these current competencies. Late submission subtracts 10 points per day. Refer to the NCO C3 definitions in TC 7-22.7 (pp. 2-2 and 2-3), EXSUM Example/Explained - Operation Anaconda documents, M423 Advance Sheet (for the lesson to NCO C3 linkage), and use the EXSUM_Template.docx as your template. The exsum has to talk about these two topics from the case study Readiness and Program Management. Effective communication is a cornerstone of successful mission accomplishment in the US Army. Communicating clearly and effectively is essential to ensuring that all unit members are on the same page and working towards the same goals. This is particularly true for non-commissioned officers (NCOs), who ensure that effective communication channels are established and maintained throughout their unit. NCOs play a critical role in establishing and maintaining communication within their unit. They are responsible for providing clear and concise guidance to subordinates, actively listening to feedback, and being proficient in verbal and written communication. With effective communication, units can become cohesive, and mission success can be at risk. One example, in this case, demonstrates the importance of learning how to effectively disseminate information within the unit, as seen in the US Army Security Assistance Training Management Organization's deployment of Technical Assistance Field Teams (TAFTs) to various countries, including Panama. This aligns with the program management competency of "leading information dissemination within the unit." Specifically, the NCOs on these teams are chosen based on their experience, maturity, and language abilities. They have clearly defined roles in training local security forces but often take on other duties outside their regular role to help the US achieve its goals.
One such NCO is Sergeant First Class Leobardo Nuno, Panama's maintenance NCO. In addition to his regular duties, Nuno takes on several roles, including assisting and cross-training with other TAFT members, maintaining and testing the Panamanians' cache of night vision goggles, and helping with human-rights vetting. The TAFT in Panama took over the vetting process over a year ago, and Nuno and Sergeant First Class Rafael Faria Rodriguez conducted most of the work (Jones, 2016). The TAFTs' senior logistics advisor, Sergeant First Class Freddy Matostoro, is responsible for developing the training budget and ensuring all US Southern Command and US Embassy requirements are met.
