Collaborative leadership is the capacity to simulate collective action in a certain group in order to accomplish a shared vision. Collaboration entails shared leadership, team work and social relations. In public administration, local governments work with state, federal government and private organizations in order to meet the needs of the citizens on a broader spectrum. This shared leadership results to new managerial feedback besides the usual legislative and bureaucratic processes. This essay purposes to highlight the skills needed by public administration during this collaborative process.
Intergovernmental Management and Relations
The principle of managers operating across different organizations is becoming widely accepted as a present-day management theory. This includes governments interconnecting with each other and with non-governmental agencies. Through contractual relationships, partnership, networks, committees, alliances, coalition councils and managers in the health sector to jointly develop strategies of goods and service production for the sake of their respective organizations. For most of the eighteenth century, stratified management occupied academic and practical attention. Nonetheless, such a strategy does not capture most of the present-day managerial challenges. In the current era, interdependence and sharing information have led to a world of conceptual sectorial and organizational boundaries. To begin with, cities and public managers work in a complex interorganizational and intergovernmental environment. Thanks to democracy, interdependence among different jurisdictions is now promoted. In most sectors, cities use private agencies to service citizens. The rapidly growing population has also made it harder for the different state governments to provide different services. The aftermath of the 2001 terrorist attacks on the US led to the national defense of all cities declaring war on terrorism. This war is clearly defined as one of cooperation between law enforcement agencies at all levels of government and security firms in the private sector, businesses and industries, civil society organizations, and many others. Even in the international economy where nations and regions are the sole focus, cities are strategically placed to promote partnership.
