How effective are local enforcement personnel at distinguishing between victims of human trafficking and those engaged in prostitution?
Distinguishing between victims of human trafficking and those engaged in prostitution is quite complex because of the existence of a gray area. First of all, there are individuals who choose prostitution because their circumstances force them to engage in the vice. Such individuals come from impoverished families and use prostitution as a way out of poverty. Second, there are those individuals who engage in prostitution under a pimp who threatens their loved ones. Third, there are those who have been transported from other countries to major cities in the world to work in brothels. For each of the categories above, challenges and issues of rape and assault happen to be reported at an alarming rate, thus making an already complex matter much more complex for the police. So, even though the local enforcement personnel is quite skilled and well trained, the gray area makes it difficult to clearly distinguish between victims of human trafficking and those engaged in prostitution. However, there are numerous ways that make their work less taxing. First, checking whether those engaged in prostitution have their real identification documents. Another subtle way is checking out the victims who avoid eye contact. Unexplained bruises are also another way that the local enforcement uses to distinguish between the two. Victims of human trafficking will also try to lie and be fearful of the local enforcement. While these ways are limited, they serve the purpose and help the local enforcement distinguish between the two.
