As a result, this body formulated the Framework Convention on Tobacco Control (FCTC), which has significantly influenced diverse policy changes worldwide (Samarasekera, 2021). Some comprise the United States and Bhutan Tobacco Control Act, signed in 2009 and 2010 (Action on Smoking and Health, 2020; Samarasekera, 2021). These policies have extensively affected the varied impacts of tobacco use and the ramifications on the healthcare systems in the two countries.

The U.S. Tobacco Control Act grants the Food and Drug Administration (FDA) the responsibility for regulating this substance’s production, sale, and marketing. It prohibits illegal trade and supply to minors, advertisements, misleading labeling, and misinformation about tobacco products (Action on Smoking and Health, 2020). It also compels companies to include visible warnings and clear content disclosure for consumers.
In Bhutan, the Tobacco Control Act illegalizes the tobacco trade, including farming, manufacturing, selling, and advertising (Samarasekera, 2021). However, it does not ban the use of the product in public, which allows individuals to import these substances for personal consumption.
