Cyberwarfare is an emerging field of conflict that offers both the United States and its enemies new possibilities and new risks. U.S. cyberwarfare against Russia would need careful planning around the country's aims, the means by which those goals would be achieved, and the resources at its disposal. Cyberspace presents unique problems and opportunities for the United States and Russia, and any cyber warfare plan would need to take them into consideration.
The ends of the U.S. strategy for war in the cyber domain against Russia are to protect the U.S. national interests, deter and prevent cyber attacks, and respond and recover from cyber incidents. As proposed by Sterner (2011, 52), U.S. cyber strategy involves equal parts defense, offense, retaliation, and deterrence. U.S. government, military, corporate sector, and ally capabilities and resources are to be used as part of the plan (Brodie 1959, 305). Protecting the key infrastructure, networks, and systems in the United States against cyber assaults and strengthening the resilience and redundancy of American cyber assets are all part of a comprehensive cyber defense strategy.
