A force accustomed to operating in a permissive environment encounters significant challenges when it's transitioning to establishing air superiority in a contested environment. Bender & Bryant (2016) states that the core mission of the airforce is rapid growth and mobility, global strike, command, and control in and through cyberspace through surveillance, intelligence, and reconnaissance (4). While the airforce has to fulfill its mission, establishing air superiority may encounter difficulties in operation. The challenges experienced could be a result of technology, experience, training, cultural shift, and planning.
Brown (2014) describes the source of all these challenges to be a “centralized Cold War collection management doctrine focused on production rather than goals and objectives” (39). For instance, the technological gap between forces operating in a permissive environment and airspace superiority transition might find it challenging to use anti-aircraft systems, complex electronic warfare capabilities, and integrated air defense networks. ...
