To Arendt (119) the government’s attempt to limit individuality while shattering efforts at making personal connections is a psychological approach to achieve total domination. Total loyalty is expected when the individuals are isolated and have no social ties, with the primal emotion transferred to the state. In nineteen Eighty-Four the regime seeks to rule over the people using total control, with the Big Brother acting as a disciplinarian father. It is as though the state licenses emotions, expecting that the people are to be loyal to the state and he leaders use coercive regime to achieve this. In Nazi Germany total domination was possible when the targeted people were reduced to being subhuman and the scientific experiments were conducted where total domination transformed the people into compliant and loyal animals. Orwell and Arendt focus on the ideas of total power and domination, which are associated with state sanctioned terror and political ideology
Even as tyrannical governments have also used terror to intimidate political opponents, in totalitarian regimes the leaders oppress the innocent citizens going beyond suppressing the political opposition as they intimidate the people to be completely loyal to the state. “It occurred to Winston that for the first time in his life he was looking, with knowledge, at a member of the Thought Police,” (Orwell156). In the passage, Winston the protagonist of the story realized that he had been captured by the thought police who sought to suppress freedom of thought with Mr. Charrington being a representative of the state overseeing his torture. This is consistent with Arendt’s observation n that ‘Big Brother’ would be looking out for dissenting voices to silence them to impose total domination.
Arendt (128) stated that, “The first essential step on the road to total domination is to kill the juridical person in man.” This highlights the inclination by totalitarian regimes to single out, people they saw as undesirables, including political dissidents who have no chance to be protected under the law who are not covered by the penal system and are placed in concentration camps after all their rights are stripped.
