Who uses the ERI? Many different people rely on information contained in the ERI: volunteers on the Environmental Commission, Sustainable Madison, Shade Tree, Open Space, and Parks and Recreations committees. Local government administrators, engineers, and elected officials also use the ERI. The ERI is particularly valuable in influencing the town master plan (a document that guides development). Educators and environmental activists also use this work, and are interested in helping us contribute to the ERI. The ERI is most useful when it can be easily read and understood by a wide audience. Material that is overly technical, or refers to complex measures without explaining them will make the ERI difficult for townspeople to use in their work. The ERI is also intended to be a neutral reference document: its voice should be informative, not persuasive.

Air pollution changes the balance of these components, which alters the physical and chemical properties of the air. Parameters on maximum limits mainly focus on the ozone (03), harmful gases, particulate matter or particle pollution, and the ozone, which has nitrous oxides (NOx), and volatile organic compounds (VOCs) (Madison ERI 44). There is also a higher risk of exposure to various harmful pollutants as particles are airborne, but particle size and concentration affects the levels of air pollution (Liu et al. 2). As air pollution affects air quality evaluating different causes of air pollution in New Jersey helps identify areas requiring improvement to meet environmental standards.
Strict air quality standards are essential to protecting environmental quality, health, and life. The air quality standards established by the EPA set the maximum permitted values of pollutants in the environment. The air quality standards or maximum levels of air pollution are determined based on the best scientific evidence to minimize their adverse effects on the environment and life. The purpose is to guarantee environmental quality through the use of environmental management measures and evaluation of the quality standards to control the emissions of pollutants. The US Environmental Protection Agency (EPA) sets the National Ambient Air Quality Standards (NAAQS) for criteria pollutants, hazardous air pollutants, and greenhouse gases (Madison ERI 44).
Ozone comprises three oxygen atoms and is needed in the stratosphere Ozone is affected by chemical reactions of and volatile organic compounds (VOCs) and nitrogen oxides (NOx) in the presence of light at high temperatures stimulate the photochemical reaction. Yet, the air quality in New Jersey and other Eastern states gets affected by power plants in Pennsylvania, West Virginia, and Ohio. (Madison ERI 45) thus, it remains a challenge for New Jersey to maintain the air quality standards when coal burning is prevalent in the neighboring states. Atmospheric chemical reactions on nitrogen oxides and the impact of fossil-fueled power-plant emissions are associated with worsening air quality as they affect the ground-level ozone.
There is a need for long-term commitment to dealing with the causes of air pollution and considering how the environmentally significant features affect the risk of deteriorating air quality. The metro areas are the worst affected by particle pollution and this is associated with worsening health outcomes such as triggering asthma attacks, cause lung cancer and worsen heart conditions (Warren). Particle pollution emissions in New Jersey are also linked to human activities in the neighboring states, as industrial processes, power plants, and vehicles are the major culprits.
