The Transcript of Emancipation Proclamation, issued in 1863 by President Lincoln, declared the emancipation of all slaves in the United States, except for a few territories. The government, through the document, pledged not to suppress any efforts the freed slaves might undertake to actualize their freedom. As important, the president directed the army and the naval to ensure that the emancipation order was complied with (Lincoln par.6). In addition, he proclaimed that the freed slaves were free to join the armed forces.
