The Queensland Health service of Australia contracted IBM (on 1 January 2008) to develop and replace an old payroll system called the Continuity Project. The estimated cost of the entire project was $ 6.19 million and was to be launched on 1st of July 2008 (Charette, 2010). It is also crucial to highlight that IBM was contracted to CorpTech, which is an information technology company that provides IT services to government agencies. The system went live on March but the cost had increased to an estimated $101.96 million exclusive of other costs (Charette, 2010). However, the system was defective. It is notable that professionals in the business and IT industry should understand this project because it enlightens them on possible mistakes and complementary solutions that could result from system transitions.
The system procured from IBM had technical concerns such as having only one payroll structure that supported only 1,3000 employees. It was a serious concern because Queensland Health had 78,000 employees with thirteen pay awards. Further, the system was developed and tested concurrently, which resulted in defects (Charette, 2010). It follows that the system was not fully tested before the old system was rolled. Consequently, staff members from Queensland Health were not paid while some members were paid incorrectly. In fact, some people who had died still received payments while some staff members’ bank accounts were deducted.
According to Painter (n.d), system transition must include a pilot test to ascertain efficiency. However, IBM in conjunction with Queensland Health ignored the pilot phase and proceeded to implement the system without testing it. Additionally, stakeholders of the system transition did not conduct a socio-technical analysis, which is rudimental for a system transition (ComputingCases.org, 2011). The term socio-technical analysis could be understood as the process of examining the people, software, data and data structures, physical environment, procedures, hardware, software, laws and regulations required for a system transitions (Kidd and Chen, 2008).
Crucial to the discussion is the fact that users of the system must be trained appropriately during a system transition (Saachi, n.d). On the contrary, Charette (2010) reveals that users of the Continuity Project lacked efficient training, which contributed to defects in the system.
