Introduction
There have been arguments that the government should take full responsibility to help homeless people, there are also other people who think otherwise. In as much as there are some people that have abundant luxuries, there are also some people in the society who are equally cannot afford even basic human needs like food and shelter. Home is one of five basic needs for all people in the society and therefore it is very important for any government across the world to try all means possible to ensure that the homeless people in various countries are settled. However, there are some people, who have the opinion that it should not be the government’s business to ensure that homeless people get a roof over their heads.

Since time of immemorial to date, need for safe place to live in by people has always been considered to be vital human need. Poor people who are unable to afford a decent meal every day cannot also afford a roof over their head.
