The current constitutional set-up in Kuwait gives the country’s national parliament significant abilities to oppose and scrutinize government policies but practically no powers to formulate and pass new legislation. As a result, some MPs are sometimes perceived to be representing personal interests rather than voters’ interests. Therefore, Kuwait should allow the establishment of formal political vehicles and parties. The presence of political parties would force MPs to negotiate deals with political groups that have specific principles and objectives rather than with individuals who pursue narrow interests. Consequently, the efficiency of the national assembly will increase because all MPs would be required only to follow the goals established by their political parties. Besides, opposition MPs play a critical role in any democracy by questioning government activities and checking the excesses of the dominant party. However, in Kuwait, successive governments have curtailed the opposition's right to cross-question cabinet ministers, the prime minister, and some of the controversial positions of the ruling party. In this regard, the efficiency of the national assembly can be enhanced if opposition MPs are allowed to keep the government in check, question ministers, and meaningfully contribute to the discussions of the parliament.
