When implementing a GIS program within an organization, deciding who can view, edit, delete and create data is extremely important and can have far reaching consequences on the usability, accuracy and currentness of the data as well as the usefulness of any applications that access that data.
Some organizations have a "repository" of GIS data where a select group of users edit the data and provide access to other users through web based or intranet applications where users are allowed to view and interact with the data but not modify or create data. Other organizations choose to implement an enterprise wide system that allows users from multiple groups or departments the ability to modify the data.
Which approach do you think would be the best solution for a large city or organization such as FedEx? One that centralizes the GIS so that a select group of users (trained GIS professionals) have the ability to edit the data or should the data be made available so that users who have the most knowledge of the data (assessors, public works crews, dispatchers etc.) have the ability to modify the database? A good GIS program should process geographical data from varied sources for integration. In large organizations, multiple GIS groups are located in various interdependent offices that have the responsibility to manage data within a specified content .
