In early 2022 a group(s) calling itself the Freedom Convoy Occupied several Canadian locations including the City of Ottawa, Canada/US Border in Windsor Ontario, and the Canada/US border at Coutts Alberta. Subsequent Government and Law Enforcement Response included a first-time evocation of the Emergencies Act.
For this assignment you will need to familiarize yourself with the issue, and the events that transpired between January and February 2022; you may choose to focus on one, two, or all of the locations listed above. Please note this assignment is not intended to debate the merits of masking, vaccines and other government/policy responses to COVID-19.

1 Barriers to Effective Communication
Filtering
Prime Minister Justin Trudeau faced the filtering barrier of communication. He declared that he had created an urgent Cabinet committee, the Incident Response Group, to investigate responses to what he considered illegal barricades and invasions (Gaviola, 2022). Trudeau purposefully manipulated information for the protestors to view it more favorably.
Selective Perception
Ontario Premier Doug Ford faced the selective perception barrier. He termed the freedom convoy an occupation as he viewed the demonstrators as purposefully not following the government's demands.
Information Overload
Ottawa Police Chief Peter Sloly faced the information overload barrier. He told the media that the agency was still waiting for further cooperation from higher levels of government as the siege approached its third week.
Poor Listening
Convoy organizers, including Chris Barber and Tamara Lich, faced the poor listening barrier. The organizers were poor listeners as they kept resisting the Covid vaccine requirements for Canadian truckers and promised to continue for long enough.
2 Cross-Cultural Communication
Cross-cultural communication led to miscommunication between Islamist and white supremacist groups. They espoused racist and white supremacist sentiments among themselves, which appeared to breach Canadian respectfulness traditions.
3 Type of Conflict, Intrapersonal, Interpersonal, and Intergroup
Intergroup Conflicts
The Canadian Trucking Alliance and counter-protestors, including many Ottawa residents, clashed. The noises of truck horns and the smell of diesel filled the capital as protestors blocked hundreds of people and vehicles (Furey, 2022). The residents were afraid to leave their homes.
Intrapersonal Conflicts
Convoy organizers duped Truckers who participated in a cross-country convoy culminating in protest into believing the convoy was about them.
Interpersonal Conflicts
The protestors and convoy organizers harassed the residents and displayed violence by destroying some of their businesses.
4 Good Outcome from the Conflict
The best outcome of the demonstrations was that they were raucous but largely peaceful. The police managed to counter the protests without anyone losing their life. The Convoy Organizers established themselves as the official voice for a campaign that grew organically. It was encouraging to see many interest groups, local organizations, and ordinary Canadians taking action to make their voices heard.
5 How the Parties Managed Conflict
The police applied problem solve conflict management. Interim Ottawa police commissioner Steve Bell forewarned protestors of the impending repercussions. He warned that if they participated in this demonstration, the police would proactively aim to identify them and pursue financial penalties and criminal proceedings against them (Gaviola, 2022).
