There has been growing interest in dismantling the police and reducing public safety, partly based on the belief and observations that racial profiling exists. Law enforcement officers are seen to disproportionately target minorities, especially poor urban black males. The Broken Windows approach was popular in the past and is based on the idea that dealing with small offenses reduces the risk of more violations and escalating crime rates. However, this approach was also associated with targeting the poor urban youth for minor infractions. Furthermore, there has been mistrust between the police and the black community based on the belief the community members are disproportionately targeted.
