Assessment of an Organization's Response in Controlling the Spread of Covid-19

Introduction & Background
The current assignment is modified from the previous ones about what if scenarios, current pandemic public policies, and pre-national vaccination programs. This semester, I wanted to modify the assignment to reflect a post-pandemic debriefing and reassessment scenario on public policy. However, current news surrounding the United States Centers for Disease Control and Prevention previous guidelines for outdoor activities (Links to an external site.), as well as mask wearing guidelines (Links to an external site.), let alone current congressional hearings (Links to an external site.)have forced me to try the debriefing and reassessment assignment.
The Scenario
You work for either the US Centers of Disease Control and Prevention (CDC), the World Health Organization (WHO), or a state or local public health department. The novel coronavirus (Covid-19) broke out in China sometime in late 2019 and has spread to the world, thus a pandemic. Latest world-wide data graphics from the WHO are showing that Covid-19 is following similar trends of at least three waves in a contiguous short (one year) time span similar to the Bubonic Plague (Links to an external site.)and the 1918/1919 Influenza Pandemic (Links to an external site.).

How might you, or your recruited team, assess whether your organization was successful in controlling the spread of the disease? What went right? What went wrong?
